BOC-3 Registration

Before you can operate as a transportation company in the US, you need to file a BOC-3. This applies whether you’re planning to operate as a motor carrier, broker, or freight forwarder.

BOC stands for “Blanket of Coverage,” and the BOC-3 is the form the FMCSA requires you to file to provide proof that you have a process agent in each state you operate. It’s essentially an official list of companies or individuals who you’ve given permission to receive legal documents on your behalf.

Even after you’ve filed your initial BOC-3 form, you should refile it any time there is a change to any of the details you provided on the first form, such as a name change or transfer of authority.

MCS-150 Form Update

The MCS-150 form stands for Motor Carrier Identification Report, and it’s required by the FMCSA. It includes important motor carrier information, including the number of miles traveled the previous year, the materials hauled, insurance coverage, and more.

You must file your MCS-150 every two years, even if your information hasn’t changed.

An MCS-150 must also be completed when one or more of the following conditions has occurred:

  • Before starting operations
  • If there is a change in the business contact information, such as a physical or mailing address, phone number, or email address
  • If there is a change in fleet operations, like the number of trucks, trailers, or drivers
  • When a motor carrier’s annual estimated mileage is due

The month and year you need to file your MCS-150 are based on the last two digits of your DOT number. The last digit indicates the month you must file in, and the next-to-last digit indicates if you need to file the form every even or every odd-numbered calendar year.

UCR Registration

Standing for Unified Carrier Registration, an annual UCR is required for any motor carrier that travels across state or international lines. Brokers, freight forwarders, and leasing companies must also file a UCR every year.

The cost of your UCR will depend on the number of vehicles your fleet operates.

Enforcement for the 2023 registration year is recommended to begin on January 1st, 2023, according to UCR Board policy. This means you must file your UCR by December 31st.
