Basic Drug & Alcohol Testing Program
BASIC DRUG AND ALCOHOL TESTING CONSORTIUM PROGRAM
is designed to meet your minimum requirements under federal DOT regulations per 49 CFR Part 382 and Part 40 et. all. This program is a combination of all of the various elements you need from a single source. Foley Services' Basic Drug and Alcohol Testing Consortium Program is designed to minimize your involvement and to take advantage of the cost benefits of our large size. This is an attractive program for small employers. This program includes all of the elements listed below.

 

1. DRUG AND ALCOHOL PROGRAM MANUAL - A very important resource in our program management services is our copyrighted Drug and Alcohol Program Manual licensed to the individual that will manage the elements in your program. This manual has all the pre-employment approvals and release forms, forms and procedures to perform your 30-day pre-employment substance abuse research requirement, required information for your management information systems requirement, etc.

2. EMPLOYEE DRUG AND ALCOHOL POLICY that meet 49 CFR part 382 requirements. Our policy meets the many detailed requirements in the regulations. Modifications to the policy to meet your unique requirements can be made at no additional charge via telephone support. On-site policy development is extra.

3. RANDOM SELECTION and enrollment of drivers in a consortium driver's pool to meet the mandated 50% annual drug testing rate and 10% annual alcohol testing rate for the total pool and the quarterly requirements. Our driver consortiums total in the tens of thousands of drivers throughout the United States. In some situations, we will provide separate pool management. Our random selection process will meet regulatory requirements and may change from time-to-time in the future. Our independent selection process helps to avoid employee concerns of favoritism or personal bias. All drivers subject to testing face an equal opportunity of being selected each time the random drawing is performed, as required by regulation. Simply stated, random testing means that it will be totally unknown who will be tested, when they will be tested and how often they will be tested.

4. DRIVER'S CARDS for each covered employee/contractor specifying program coverage. This card provides proof of coverage and all required information including emergency instructions and a 24-hour emergency "hotline" telephone number for post-accident situations.

5. U.S. WIDE "800" TELEPHONE NUMBER answered 24 hours per day, seven days per week for post accident testing assistance and other emergency needs.

6. RECORD RETENTION AND FEDERAL REPORTING ASSISTANCE including compliance information with present regulations. You have significant record keeping requirements under the relevant regulations. Our computer and manual filing systems assist you in meeting your requirements.

7. MANAGEMENT CONSULTING to support you over the telephone for all of your program support requirements including "reasonable-suspicion" and "post-accident" situations. Foley Services, Inc. has in-depth understanding of the regulations. Our expertise can save you both time and money.

8. CERTIFIED MEDICAL REVIEW OFFICER (MRO) review of all drug tests. The MRO, a licensed medical doctor, not the laboratory, is the final authority for the determination of the presence of prohibited drugs in a test. The MRO must be knowledgeable about legal and illegal drugs, in order to conduct necessary interviews with tested individuals prior to making final determinations.

9. SPLIT SPECIMEN COLLECTION of urine specimens for drug tests at one of our 5,000+ sites located throughout the U.S. If we don't have a site convenient for your business, we can probably set one up near you, or arrange for on-site collection (please call for further information). All collection sites will meet DOT requirements for testing and collection providing additional safety for both employer and employee.

10. DOT DRUG AND ALCOHOL TESTS (that meet DOT requirements) for covered employees/contractors. Drug testing will meet federal requirements for a HHS certified laboratory, and alcohol collection and testing will meet all federal regulations. All tests will be conducted under DOT standards for "chain-of-custody" documentation, and threshold levels. The following drug and alcohol tests are included in the basic program without additional charge, REGARDLESS OF THE NUMBER OF TESTS REQUIRED:

    • Random
    • Blind Tests for drugs and calibration tests for alcohol

 

Other tests are available if you need them on a pay per test basis

          • Post-accident, including after hours testing and collection, which is targeted to provide drug and alcohol testing and collection within two hours, 24 hours per day, 7 days per week
          • Reasonable-Suspicion
          • Return-To-Duty Tests
          • Follow-Up Tests
          • Re-Test of Drug Split Specimen

            ADDITIONAL OPTIONAL TRAINING SERVICES

            SUPERVISOR REASONABLE-SUSPICION TRAINING

            Foley Services' two hour self-guided supervisor reasonable suspicion training program (video and manual) meets the supervisor education requirements of one hour for alcohol and one hour for drugs and provides guidance on how to deal with reasonable suspicion testing situations.

            DRIVER'S TRAINING VIDEO

            This OPTIONAL training video is a part of the initial program set-up. It is invaluable in explaining program requirements.

            DRUG AND ALCOHOL PROGRAM MANAGER VIDEO

            OTHER PROGRAM REQUIREMENTS THAT ARE AVAILABLE AT AN ADDITIONAL COST

             
               
                  • Pre-Employment Drug Tests: You will need to conduct a pre-employment drug test every time you hire a new employee.
                  • Substance Abuse Professional (SAP) Evaluation: Individuals who have a "prohibited conduct" event, including positive drug or alcohol test result, are required to complete the Return-to-Duty process prior to resuming safety-sensitive functions. The Return-to-Duty process will consist of an initial evaluation by the Substance Abuse Professional where education and treatment will be outlined, and a follow-up SAP evaluation. The SAP will clear the individual for Return-to-Duty testing, and provide a follow-up testing schedule.
                  • Return-to-Duty: If an employee has a prohibited conduct event, he/she must complete a return to duty test before returning to safety-sensitive functions. Foley Services Substance Abuse Professional will determine test eligibility.
                  • Follow-Up Drug and/or Alcohol Tests: If the employee has a prohibited conduct event, a follow-up testing schedule will be determined by the SAP after the individual produces a negative Return-to-Duty test result. The employer is responsible for determining specific dates and times, in accordance with the determined testing schedule.
