With the recent addition of four new Certified Substance Abuse Program Administrators (C-SAPAs), Foley Services now has twice as many C-SAPAs as its nearest competitor. The company’s newest C-SAPAs — Dale Bidwell, Amy Emonds, Crystal Barnes and Bruce Carlson — join the ranks of C-SAPAs Donald Lewis, Vincent Picciarelli, Roxanne Swidrak and Matt Wrobel.
Only a select few of the thousands of individuals working in the drug and alcohol testing industry can claim the certification of C-SAPA. In fact, there are currently only 115 C-SAPAs in good standing in the United States, according to Jana Wolfgang of the Substance Abuse Program Administrators Certification Commission (SAPACC).

The company invested a great deal of time and resources to prepare its four new C-SAPAs for the comprehensive exam in San Diego, CA, in October 2007, and the end result was spectacular. All that time spent in the classroom (more than 450 combined hours) not only prepared the new C-SAPAs for the exam but it also armed them with critical information they need to help Foley Services’ clients handle day-to-day operations and extreme situations. Many companies claim to deliver competent service, but not all of them have the knowledge and experience to back it up. Foley Services not only has the expertise, it has the certifications to prove it.
What is a C-SAPA?
A C-SAPA is a Certified Substance Abuse Program Administrator. The requirements for C-SAPAs are quite intense, which probably explains why there are so few of them. To be recognized as a C-SAPA, an individual must:
1) Have worked in the substance abuse field for 6,000 hours or for 4,000 hours with a bachelor’s or higher degree.
2) Demonstrate experience with time spent working in at least four of the following seven areas:
a) Development of policies and procedures; b) Administration of random programs; c) Medical Review Officer (MRO) interaction/oversight; d) Oversight and/or performance of specimen collection procedures; e) Supervisory training; f) Compliance with Federal and State laws; g) Interaction/oversight with Substance Abuse Professionals.
3) Pass a rigorous, diverse examination that covers the DOT-regulated agencies (Federal Motor Carrier Safety Administration, Federal Aviation Administration, Pipeline and Hazardous Materials Safety Administration, Federal Transit Administration and Federal Railroad Administration), other Federal agencies (Department of Homeland Security, U.S. Coast Guard, Department of Energy, and the Nuclear Regulatory Commission) as well as the Part 40 regulations written by the Office of Drug and Alcohol Policy and Compliance (ODAPC).
